Following the confirmation of the first case of the COVID-19 virus in a Baltimore County resident, County Executive Johnny Olszewski provided updated information about government actions to respond to the pandemic and released additional community guidance.

The Maryland Department of Health confirmed on Wednesday that a Baltimore County resident in his 60s who worked at the recent American Israel Public Affairs Committee conference in Washington, D.C., has contracted the virus.

“Keeping residents safe and informed remains our highest priority, Olszewski said. “Baltimore County’s agencies have been coordinating in preparation for the arrival of COVID-19, and we are prepared to respond to any potential impacts the virus has on our communities.”

“We’re taking the steps necessary to protect the health of our residents and minimize the spread of this virus in Baltimore County.” said Dr. Gregory Wm. Branch, Director of the Baltimore County Department of Health and Human Services and Health Officer. “We strongly urge residents to continue following public health best practices and rely on credible sources including the World Health Organization, the Centers for Disease Control and Prevention, and your state and local health departments for accurate and up-to-date information.”

The Baltimore County Department of Health has opened a hotline for residents to call with questions or concerns. The number is 410-887-3816.

The County is taking a number of actions to keep residents safe and minimize the spread of the COVID-19.
Out of an abundance of caution, activities at Baltimore County Senior Centers will be suspended immediately. Based on state guidance, all Baltimore County senior centers will be closed to the public beginning on Monday, March 16, until further notice. County officials encourage individuals to coordinate with senior center staff to ensure they are prepared for the closure, and we encourage those individuals to call the Maryland Access Point hotline at 410-887-2594.
The Recreation and Parks Department is cancelling all organized recreational activities until further notice. The Department is also advising the county’s Recreation Councils to cancel organized activities. This cancellation includes all travel programs out of state.  Recreational facilities will remain open during normal operating hours at this time.
The County Executive’s remaining budget town hall meetings have been cancelled. Information about a virtual town hall to allow residents to share their priorities will be shared in the coming days.
The remaining scheduled Comprehensive Zoning Map Process (CZMP) hearings have also been cancelled. Additional information will be shared in the coming days.
The Code Enforcement Working Group meeting scheduled for this evening, March 12, 2020, is cancelled. Further information will be provided in the coming days about virtual options for future meetings.
The Baltimore County Women’s Commission meeting scheduled for this evening has been cancelled.
The County is suspending all non-essential out of state travel for employees until further notice.
The County has implemented new protocols at our 911 call center to screen for COVID-19 risk in order to protect and prepare our first responders.
The County is reviewing telework and sick leave options for all County employees.
The County has issued emergency procurements for soap, hand sanitizer and other necessary cleaning materials, with a particular emphasis on jails, courts and other areas with large traffic flows and concentrations of vulnerable populations.
This evening’s Landmarks Preservation Commission meeting for Thursday, March 12 will occur as scheduled. The meeting is statutorily required and is expected to have a small number of attendees. Additional guidance about all future board and commission meetings will be provided in the coming days.

All in-person CCBC classes are canceled Monday, March 16 through Friday, March 22, and will resume remotely via alternative teaching methods starting Monday, March 23. Online classes will continue to be held as scheduled. CCBC remains open and services are available.

Additional guidance regarding programs, classes and activities at CCBC and BCPS will come directly from those organizations.
All County residents are encouraged to take the proper precautions to reduce the spread of COVID-19, including regular hand-washing and social distancing as appropriate. All residents, and particularly those at high risk, should follow CDC guidance.

Hello, Friends and Neighbors.
In October 2019, I was elected President of the RFCA. Since then I have had numerous opportunities to interact with residents, members of nearby community associations, and our elected officials. I greatly appreciate the time people take to connect with me—whether it is to bring awareness of an issue, provide information about resident opportunities, or offer encouragement and support. Below are updates on recent issues brought to my attention over the past few months.
Many residents who mailed in their membership checks had them returned by the Riderwood Post Office, as late as three months after mailing. I visited and called the post office on three occasions to investigate the issue. While the post office assured me that the issue was resolved (there was nothing wrong on the RFCA end) and we should not encounter any additional problems, we did continue to experience returned mail to residents. Riderwood has a 10-day policy specific to that location only, which requires us to pick up our mail within 10 days of delivery. At the end of January, our mailbox was empty and when we inquired, the post office had pulled our mail to return. 90% of the pulled mail was within the 10-day window and more than half was within a 5-day window. This is unacceptable. I called the USPS customer care hotline and lodged a complaint with USPS Consumer Affairs, which is investigating our chronic issues. If you have mailed a check and it has not been cashed, you may be affected. As a process improvement by the RFCA, two people now alternate picking up the mail every Friday. We considered changing branches, but RFCA has used this branch for decades and the parking is exceptionally convenient. Please contact me if you have concerns about a check or payment you submitted. 
Perhaps as a result of the returned mail, we do not have the contribution dollars we typically have in our budget by March. If we do not increase our membership income, we will need to make decisions that will negatively impact community events. What does that mean? It means if we do not have funds in the budget to support them, we will be forced to cancel events, such as the Easter Egg Hunt, which is scheduled for Saturday, April 4 (Sunday, April 5 rain date). We do not want to cancel events, but we also do not want to be irresponsible and operate at a deficit. [UPDATE: THE EASTER EGG HUNT HAS BEEN CANCELED BECAUSE OF COVID-19]
We had initially planned to print and deliver the Rodgers Forge Directory over the summer of 2019; however, we decided to hold off until we could make some much-needed updates as well as verify and document all bylaw changes made over the past several years. Our hope is to have the directories out this spring. 
Finally, thank you for your patience with the new membership key cards. They should have arrived by now, via USPS, with a membership letter that outlines all the events your dues support as well as the numerous discounts that membership provides. I want to apologize for the bumps along this road. The fault is entirely mine and I learned a great deal through this process. Sometimes failure is the best teacher. If you have paid your dues and have not yet received your key tag, please contact for assistance. Expect significant improvements for the 2021 membership process.

The RFCA has updates about Dumpster Day and the annual Easter Egg Hunt. 
Sadly, we will not hold the egg hunt this year out of concerns about COVID-19. This was a difficult decision because this is a beloved event, but we feel this is the prudent course. 
As for Dumpster Day, the county said it does not have dumpsters for us to use this year. The RFCA is looking into other options, but we wanted to let you know that its status is unknown at this point. The Cockeysville Drop-off Facility (aka "the dump") is located at 201 West Warren Road and is open Monday-Saturday from 7am to 4pm. More details about the facility are here.

The Towson Police and Community Relations Council (PCRC) will hold a monthly public meeting on Tuesday, January 28th, 2020, at 7 PM in the Police Community Resource Center - 1055 Taylor Ave. The main topic of discussion will be the prevention of unruly behavior by juveniles outside of Towson Town Center and Towson Square. When it rain it pours! A few hiccups but we are finally seeing movement in all our communications.
As of now everyone should have received their first newsletter of the year! Yay! Please thoroughly enjoy reading it...I know I did. Spring and the March Newsletter will be on your doorstep sooner than you think.
We had initially planned to have the Directory printed and delivered over the summer. But we decided to hold off until spring so we can make some much needed updates as well as run it through QA to verify and document all bylaw changes since 2013. Our hope is to have it out in the spring.
Returned Mail
Residents are still receiving returned mail so I have taken a block of time off work to run back over to the PO and figure this out. Stay tuned!
Update: Post Office assures me the issue is resolved and we should not encounter any additional problems at this point. A few of you may still receive your check back from September or early October if they were rejected by the local branch during the mystery issue. If your membership is returned, please let me know so we can assist. Thanks!
Finally, thank you all for the continued support and patience. When I was speaking to the manager at Wells, he said it would not be an issue to continue using your 2019 membership card through January. The new key cards should arrive direct from the printer in an envelope with a Membership letter than outlines all the things your dues support as well as the numerous discounts membership offers.

VI. COMMITTEES (Revision 2013-0003) 
E. The Newsletter/Website Committee  (Revision 2013-005) 
1. The purpose of the Newsletter/Website is to facilitate communications within the Rodgers Forge Community, and to promote community activities.  
2. Duties.  
a. Publish and deliver at least bi-monthly, to each home within the community a physical newsletter of community news and activities.  The frequency of publication of the newsletter must at a minimum be adequate to meet all Community notification requirements. 
b. Annually publish Publish the Rodgers Forge Directory annually or every other year with an updated list of all households, and as may be available names and phone numbers. The Directory may also contain items or documents of interest to the Community.
The purpose of this amendment is to allow the directory to be published every other year instead of every year.

We hope you will consider running for a seat on the Rodgers Forge board. It’s a great way to meet your neighbors and serve your community. Rodgers Forge Inc. celebrates the diverse voices of our neighbors and encourages involvement by all.
Candidates are offered the opportunity to publish a short statement (up to 150 words) in the newsletter regarding their candidacy. The deadline to turn in the statements is August 15. The deadline to submit your name for the election is September 15. (You may submit your name between August 16 and September 15, but you won’t be included in the newsletter.) 
Online voting, if there are more candidates than open seats, will take place from September 23-30. The annual meeting will be held at 7:00pm on Wednesday, October 2 at RF Elementary. Paper ballots will be accepted at the annual meeting for those who prefer to not vote online.
